Às dezesseis horas e onze minutos, constatando-se a existência de <em style="mso-bidi-font-style: normal;">quorum</em> regimental, a Presidência declarou abertos os trabalhos da presente reunião. Posteriormente, convidou o Vereador Lula Tôrres para fazer a leitura do Salmo 37. Registrem-se as presenças dos seguintes vereadores: <span style="background: white;">Aline Nascimento, </span>Anderson Correia, Cabo Cardoso, Carlinhos da Ceaca, Edmilson do Salgado, Fagner Fernandes, Filipe José, Galego de Lajes, Irmão Ronaldo, Izaac da Saúde, Jorge Quintino, Kátia da Rendeiras, Leonardo Chaves, Lula Tôrres, Mano do Som, Maurício Caruaru, Mery da Saúde, Nelson Diniz, Perpétua Dantas, Ranilson Enfermeiro e Ricardo Liberato. <span style="background: white;">Ausências dos Vereadores </span>Bruno Lambreta e Val Lima, <span style="background: white;"><span style="mso-spacerun: yes;"> </span>devidamente justificadas.</span> Prosseguindo, a Presidência solicitou do Senhor Primeiro Secretário a leitura do expediente, que constou do seguinte: Ofício nº 4.536/2021, de autoria da Prefeita Raquel Lyra, em resposta ao pedido de informações contido no Requerimento nº 3.092/2021, de autoria do Vereador Anderson Correia. </span><span style="color: black; background: white; font-weight: normal;">Dê-se ciência ao interessado. </span><span style="color: windowtext; background: white; font-weight: normal;">Projetos de Lei nºs 9.116, 9.117 e 9.118/2021, de autoria dos vereadores Irmão Ronaldo, Nelson Diniz e Perpétua Dantas: </span><span style="color: windowtext; font-weight: normal;">implanta o “Programa de Atendimento Psicológico às Vítimas de Alienação Parental” no Município; dispõe sobre a obrigatoriedade de farmácias e drogarias que comercializam medicamentos distribuídos gratuitamente pelo Sistema Único de Saúde - SUS afixarem cartazes informando a gratuidade na Rede Pública de Saúde do Município; dispõe sobre a criação do Programa Mente Saudável, com objetivo de promover a Saúde Mental</span> <span style="color: windowtext; font-weight: normal;">e Atenção aos Problemas Psicológicos decorrentes da Pandemia da COVID-19. <span style="background: white;">Às comissões competentes. </span>Projetos de Decreto Legislativo nºs 1.582, 1.583 e 1.584/2021, de autoria dos vereadores Mano do Som, Lula Tôrres e Jorge Quintino: concede Medalha de Honra ao Mérito “José Rodrigues de Jesus” ao Senhor Ronaldo Alves de Lima; concede Medalha de Honra ao Mérito “Armando da Fonte”<span style="mso-spacerun: yes;"> </span>à Cazanova Construção, pela passagem dos 20 anos de fundação, tendo em vista a relevante contribuição ao Município de Caruaru, representada pelo empresário Senhor Jose Manoel de Almeida Santos; cria o prêmio “Amigo da história” no Município<span style="background: white;">. Fizeram uso da palavra os vereadores Nelson Diniz, Jorge Quintino, Carlinhos da Ceaca, Mery da Saúde, Mano do Som, Cabo Cardoso, Perpétua Dantas, Aline Nascimento, Anderson Correia e Fagner Fernandes: discursos disponíveis em áudio. A Presidência deu início à Ordem do Dia, solicitando do Senhor Segundo Secretário a chamada das Senhoras Vereadoras e dos Senhores Vereadores, o qual constatou as presenças de vinte e um Parlamentares. Numa questão de ordem, o Vereador Mano do Som solicitou regime de urgência ao Projeto de Decreto Legislativo nº 1.580/2021. Também em questão de ordem, o Vereador Fagner Fernandes solicitou regime de urgência aos Projetos de Lei nºs 8.272/2019 e 8.723/2021. Ainda em questão de ordem, o Vereador Lula Tôrres solicitou regime de urgência ao Projeto de Lei nº 9.056/2021. Solicitações registradas. Em 1ª discussão o Projeto de Lei nº 9.099/2021, de autoria do Poder Executivo Municipal: </span><span style="color: windowtext; font-weight: normal;">autoriza a concessão de recursos financeiros para os profissionais da rede municipal de educação, destinados à contratação de soluções de conectividade móvel ou fixa, para o planejamento e realização de atividades pedagógicas não presenciais. </span><span style="color: black; background: white; font-weight: normal;">Acompanhado de parecer conjunto favorável das comissões pertinentes. Submetido à votação nominal, matéria de terços, foi aprovado por unanimidade em primeira votação. Em 1ª discussão o Projeto de Lei nº 9.100/2021, de autoria do Poder Executivo Municipal: </span><span style="color: windowtext; background: white; font-weight: normal;">r</span><span style="color: windowtext; font-weight: normal;">atifica o Termo de Filiação do Município de Caruaru ao ICLEI - Governos Locais pela Sustentabilidade. Acrescido de emenda redacional ofertada pela Comissão de Legislação e Redação de Leis. </span><span style="color: black; background: white; font-weight: normal;">Acompanhado de parecer conjunto favorável das comissões pertinentes. Submetido à votação nominal, matéria de terços, foi aprovado por unanimidade em primeira votação. Em 1ª discussão o Projeto de Lei nº 8.730/2021, de autoria do Vereador Nelson Diniz: </span><span style="color: windowtext; font-weight: normal;">institui no calendário municipal de Caruaru a Semana de Conscientização e Combate ao Feminicídio e à Violência Contra a Mulher. </span><span style="color: black; background: white; font-weight: normal;">Acompanhado de pareceres favoráveis das comissões competentes. Submetido à votação nominal, foi aprovado por unanimidade em primeira votação. O Requerimento nº 3316/2021 foi retirado pelo autor. </span><span style="color: windowtext; font-weight: normal;">O Requerimento nº 3.372/2021, Pedido de Informação de autoria do Vereador Cabo Cardoso, foi deferido conforme artigo 158 do Regimento.
