Às dezesseis horas e vinte e oito minutos, constatando-se a existência de <em>quorum</em> regimental, o Senhor Presidente declarou abertos os trabalhos da presente reunião. Posteriormente, convidou o Vereador Fagner Fernandes para fazer a leitura do Salmo 11.
