Às dezesseis horas e trinta e nove minutos, constatando-se a existência de <em>quorum</em> regimental, o Senhor Presidente declarou abertos os trabalhos da presente reunião. Posteriormente, convidou o Vereador Lula Tôrres para fazer a leitura do Salmo 100.
