<div style="mso-element: para-border-div; border: none black 1.0pt; mso-border-alt: none black 0cm; padding: 0cm 0cm 0cm 0cm;"> <p class="MsoBodyText" style="border: none; mso-border-alt: none black 0cm; padding: 0cm; mso-padding-alt: 0cm 0cm 0cm 0cm;">ATA DA <span style="color: #202124; background: white;">SEPTUAGÉSIMA</span> SÉTIMA REUNIÃO <span style="background: white; mso-bidi-font-weight: bold;">PLENÁRIA VIRTUAL</span><span style="mso-bidi-font-weight: bold;"> D</span>A PRIMEIRA SESSÃO LEGISLATIVA DA DÉCIMA OITAVA LEGISLATURA, REALIZADA NO DIA 30 DE SETEMBRO DE 2021, CONFORME RESOLUÇÃO Nº 616 DE 31 DE MARÇO DE 2020.</p> </div> <p class="MsoNormal" style="text-align: justify;"><span style="color: windowtext; font-weight: normal;">Aos trinta dias do mês de setembro do ano de dois mil e vinte e um, reuniu-se, em sessão plenária virtual, a Câmara Municipal de Caruaru. Às dezesseis horas e dezoito minutos, constatando-se a existência de <em style="mso-bidi-font-style: normal;">quorum</em> regimental, a Presidência declarou abertos os trabalhos da presente reunião. Posteriormente, convidou o Vereador Mano do Som para fazer a leitura do Salmo 123. Registrem-se as presenças dos seguintes vereadores: <span style="background: white;">Aline Nascimento, </span>Anderson Correia, Bruno Lambreta, Cabo Cardoso, Carlinhos da Ceaca, Edmilson do Salgado, Fagner Fernandes, Filipe José, Galego de Lajes, Irmão Ronaldo, Izaac da Saúde, Kátia da Rendeiras, Leonardo Chaves, Lula Tôrres, Mano do Som, Maurício Caruaru, Mery da Saúde, Nelson Diniz, Perpétua Dantas, Ranilson Enfermeiro, Ricardo Liberato e Val Lima. <span style="background: white;">Ausência do Vereador </span>Jorge Quintino<span style="background: white;"> devidamente justificada. Antes de prosseguir com a leitura do expediente, o Presidente anunciou a nova composição da</span></span> <span style="color: windowtext; font-weight: normal;">Comissão de Ética Parlamentar, que passa a contar com a Presidência do Vereador Ricardo Liberato e com os Vereadores Anderson Correia, Filipe José, Nelson Diniz e Carlinhos da Ceaca na qualidade de membros. As mudanças ocorreram em função dos desligamentos dos Vereadores Fagner Fernandes e Perpétua Dantas, solicitados através de ofício. <span style="mso-spacerun: yes;"> </span>Já a Comissão de Finanças e Orçamento passa a ter o Vereador Anderson Correia na Presidência. O Vereador Mano do Som, anteriormente na Presidência, solicitou desligamento através de Ofício. Prosseguindo, a Presidência solicitou do Senhor Primeiro Secretário a leitura do expediente, que constou do seguinte: <span style="background: white;">Projetos de Lei nºs 9.132, 9.133 e 9.134/2021, de autoria do Vereador Irmão Ronaldo: denomina de Rua </span>Moises o Libertador a atual Rua conhecida como 1ª Travessa Canadá, artéria localizada no Loteamento Horizonte Nova, Bairro Salgado; denomina de Rua Pregador João Batista, antiga 1ª Travessa Turquia, localizada no Loteamento São João da Escócia II, Bairro São João da Escócia; denomina de Rua Rainha Ester a 2ª Travessa Canadá, artéria localizada no Loteamento Horizonte Novo, Bairro Salgado. <span style="background: white;">Às comissões competentes. </span>Projeto de Decreto Legislativo nº 1.594/2021, de autoria do Vereador Mano do Som: concede Medalha de Honra ao Mérito “José Rodrigues de Jesus” à Senhora Inailde de Oliveira Santos Lima. Às comissões competentes. Requerimentos nºs 3545, 3546, 3547, 3548, 3549, 3550, 3551, 3552, 3553, 3554, 3555, 3556, 3557, 3558, 3559, 3560, 3561, 3562, 3563, 3564, 3565, 3566, 3567, 3568, 3569, 3570, 3571, 3572, 3573, 3574, 3575, 3576, 3577, 3578, 3579 e 3580/2021 - Indicações nºs 339, 340, 341 e 342/2021, de autoria dos vereadores Perpétua Dantas, Mano do Som, Irmão Ronaldo, Nelson Diniz, Aline Nascimento, Anderson Correia, Kátia da Rendeiras, Jorge Quintino, Mery da Saúde, Cabo Cardoso e Leonardo Chaves, os quais solicitam a execução de obras e serviços em vários bairros, loteamentos e áreas rurais de Caruaru; voto de aplauso à Senhora Maria do Carmo Gonçalo Santos; voto de aplauso à Prefeitura Municipal de Caruaru, em nome da Prefeita Raquel Lyra, extensivos à equipe da Secretaria de Infraestrutura Urbana e Obras-SEURB, na pessoa do Secretário Rodrigo Miranda Tabosa de Assis e às demais secretarias envolvidas, pela conclusão da obra Estação da Cidadania hoje denominada de Pracinha da Cultura, Compositor Carlos Fernando; além de realização de Audiência Pública para discutir o reconhecimento dos animais não-humanos, cães e gatos, como seres sencientes, garantindo assim, sua existência digna. Fizeram uso da palavra os vereadores Leonardo Chaves, Mery da Saúde, Perpétua Dantas, Anderson Correia, Fagner Fernandes, Lula Tôrres, Izaac da Saúde, Maurício Caruaru, Cabo Cardoso e Aline Nascimento: discursos disponíveis em áudio. A Presidência deu início à Ordem do Dia, solicitando do Senhor Segundo Secretário a chamada das Senhoras Vereadoras e dos Senhores Vereadores, o qual constatou as presenças de vinte e dois Parlamentares. </span><span style="color: black; background: white; font-weight: normal;">Numa questão de Ordem, o Vereador Irmão Ronaldo solicitou destaque ao Requerimento nº 3.518/2021, de autoria do Vereador Nelson Diniz. Concedido. Ainda em questão de ordem, a Vereadora Perpétua Dantas solicitou que o parecer contrário ao Projeto de Lei nº 8.992/2021, de sua autoria, fosse submetido ao Plenário. A Mesa rejeitou a solicitação nos temos do artigo 124, inciso VII do Regimento Interno, uma vez que o referido Projeto de Lei recebeu parecer contrário pela unanimidade dos membros da comissão. A Vereadora Perpétua Dantas invocou o parágrafo único do artigo 124 e solicitou audiência da Comissão de Legislação e Redação de Leis para tratar sobre a decisão da comissão que culminou na rejeição da matéria. Concedido. Solicitou ainda, a Parlamentar, que a decisão da Presidência fosse submetida ao crivo do Plenário, nos termos do artigo 299, parágrago único do Regimento. Solicitação rejeitada.</span><span style="color: windowtext; font-weight: normal;"> Em discussão a Ata da sessão anterior. <span style="background: white;">Submetida à votação, foi</span></span><span style="color: black; background: white; font-weight: normal;"> aprovada por unanimidade. Em 1ª discussão o Projeto de Lei nº 8.947/2021, de autoria do Vereador Jorge Quintino: </span><span style="color: windowtext; background: white; font-weight: normal;">institui </span><span style="color: windowtext; font-weight: normal;">no calendário oficial de datas e eventos do município de Caruaru, o dia do Capelão. </span><span style="color: black; background: white; font-weight: normal;">Acrescido de Emenda Substitutiva ofertada pela Comissão de Legislação e Redação de Leis. Acompanhado de pareceres favoráveis das comissões competentes. </span><span style="color: windowtext; background: white; font-weight: normal;">Submetido à votação nominal, foi aprovado em primeiro turno por unanimidade. </span><span style="color: black; background: white; font-weight: normal;">Em 1ª discussão o Projeto de Lei nº 9.008/2021, de autoria do Vereador Jorge Quintino: </span><span style="color: windowtext; font-weight: normal;">institui, no calendário oficial de eventos do município de Caruaru, a “Semana Municipal de Conscientização e Combate à Disseminação de Notícias Falsas (<em style="mso-bidi-font-style: normal;">fake news</em>)”. </span><span style="color: black; background: white; font-weight: normal;">Acompanhado de pareceres favoráveis das comissões competentes. </span><span style="color: windowtext; background: white; font-weight: normal;">Submetido à votação nominal, foi aprovado em primeiro turno por unanimidade. </span><span style="color: black; background: white; font-weight: normal;">Em 1ª discussão o Projeto de Lei nº 9.056/2021, de autoria do Vereador Lula Tôrres: </span><span style="color: windowtext; font-weight: normal;">regulamenta o art 175-A da Lei Orgânica Municipal, estabelecendo normas para declaração de Utilidade Pública. </span><span style="color: black; background: white; font-weight: normal;">Acrescido de Emenda Substitutiva ofertada pela Comissão de Legislação e Redação de Leis. Acompanhado de pareceres favoráveis das comissões competentes. </span><span style="color: windowtext; background: white; font-weight: normal;">Submetido à votação nominal, foi aprovado em primeiro turno por unanimidade. </span><span style="color: black; background: white; font-weight: normal;">Em discussão Única o Projeto de Decreto Legislativo nº 1.580/2020, de autoria do Vereador Mano do Som: </span><span style="color: windowtext; font-weight: normal;">Acrescenta “alínea” no Artigo 2º do Decreto Legislativo nº 137, de 15 de novembro de 1997, que dispõe sobre a instituição de comenda, com a designação de medalha de honra ao mérito, a alínea “T”, com o seguinte teor, (Área de atuação nos Direitos Humanos: Medalha Joaquim Aurélio Barreto Nabuco de Araújo). Acompanhado de pareceres favoráveis das comissões competentes. </span><span style="color: black; background: white; font-weight: normal;">Submetido à votação, foi aprovado por unanimidade, em única votação. Em apreciação o Requerimento nº 3.518/2021, de autoria do vereador Nelson Diniz: requer a implantação em caruaru de uma unidade básica de saúde da diversidade, voltada para o acompanhamento da população LGBTQIA+ que se encontra em vulnerabilidade social, e ainda uma equipe do serviço da abordagem social exclusiva para atender estas pessoas. O Requerimento foi objeto de destaque solicitado pelo vereador Irmão Ronaldo. Submetido a Plenário, o Requerimento foi aprovado observando a seguinte votação: 21 (vinte e um) votos SIM e 1 (um) voto NÃO, este do Vereador Irmão Ronaldo. </span><span style="color: windowtext; font-weight: normal;">Em discussão em bloco, as demais matérias constantes na ordem do dia. Submetidas à votação, foram aprovadas por unanimidade. A Vereadora Perpétua Dantas solicitou constar em Ata que o artigo 299, parágrafo único do Regimento Interno teria sido violado no momento da decisão sobre a questão de ordem requerida antes da votação das matérias. O Vereador Anderson Correia solicitou constar em Ata que as decisões regimentais são discricionárias do Poder Legislativo e que a decisão cabe à Presidência, que tem autonomia e autoadministração para decidir, de acordo com o Regimento da Casa. O Presidente solicitou constar em Ata que as decisões do Plenário são soberanas, desde que respeitem as determinações do Regimento da Casa. <span style="background: white;">O</span> Vereador Fagner Fernandes fez a leitura do Salmo 7. A Presidência encerrou a reunião às dezoito horas e cinquenta minutos.
